Rotty treated bad

a man that lives near me has a rotty called jake he is about 3yrs old now and was a lovely friendly dog to begin with now he constanly walks with his hair up on his back!!! and growels at people!!
a neighbour friendly with the owner told me that all he gets to eat is raw meat and bones!!
he isnt a chunky dog that rotts should be and his back hips seem to be stickin up!!
can i report this animal saying that i dont feel he is being looked after properly??
i feel that in a new home with a loving owner he would turn back into the lovely friendly beautiful dog he used to be!!

I would say something but then that is me. If there is nothing going on then the worst that will have happened is the owner gets a wake up call ..

Feeding raw meat and bones wouldn't make a dog aggressive. If it were up to me, I would ask to have this dog checked out before someones child or pet becomes a statistic. He does sound dangerous.

He really was lovely!!
he would of gave his paw sat rolled over etc played fetch!!
he seems to be lossing condition!!
the owner can be heavy handed and walks him on a heavy chain and carrys a stick!!
my friend saw him hit the dog cause it was barking at another dog

Why do so many people think this is the way to handle a dog?
My friend had one that was so sweet till someone broke into their house and even when the police found him with the robber he was just holding the guy by the seat of his pants.
This is because he was shown love, not abuse.

Zoey, this dog is being abused. He may have been a nice friendly dog, but obviously the owner wants him aggressive. I may be mistaken, but once a dog has been trained to be aggressive, I don't think it can be change back into a docile 'trustworthy' pet. It is a very sad situation for the rotti but I would not let my dogs (or children) near it.

I have rang the local vets, dog warden and police and they all agree there is a problem!!
i would be willing to try and home this dog i would love to try with him and bring him back to the dog i once knew if possible!!

If it were me I'd be reporting them and heve the pup pulled. At this rate the pup will be put down within months because if their neglect and abuse (what a shame). If he's going to stand a chance of a life (a real life) we have to intervene on his behalf. They can't do it alone!

Maybe apart from the food aspect he is being abused physically. Just makes me sick. I had a Rotti for 8 years till he sucumbed to Bone Cancer and he was the loveliest dog we've ever had. Even now my Mum says with all the dogs we've had he was her favourite and he will always hold that special part in my heart. He was a big lovable teddy bear. Please do report this jerk...
