I've had one foster with Westie Lung Disease a few years ago (12 yr old male - retired breeder) and currently have one that has been with me for a year now with, as our vet says, the beginning stages of WLD.

Do you hear a cackle when your westie is breathing?  I'm not an expert but the cackle is a sure sign.

Hi linda, yes she does have a crackle when breathing, she seems to have lost that sparkle. :-(.

Oh heck...typed you a long reply and hit the wrong button before it was posted....

How old is your girl?

With both of our guys, the dogtor had to determine what was the primary issue - heart or lungs - prior to determining the treatment.  The older guy was on about three or four pills including Lasix. The current guy (which is about 8 years old) is only on cough suppressant medicine - his lungs were his primary issue and his heart issue(s) have either decreased or resolved with a stable environment and better nutrition (he was found as a stray and was at the shelter for a few weeks).

Some people have done laser treatments for their kids with Westie Lung Disease.

As time went by, with our older guy his breathing was labored.  We started taking him in to drain the fluid off his lungs.  I asked the vet when we would know we were losing the battle and she said when we had to bring him in daily for the draining.  It never got to that point...the rest of his body gave up.  But he clearly had a better life with us then he had for the 11 years living as a backyard breeder.  He was worth all the steps we took and I learned so much from him.

There is a group on yahoo that is out there but not very active lately.  People on the group are so much more experienced than I am and helped me with our older guy.  The same people are also on Facebook.  There isn't anything that you might be going through that somebody isn't willing to share their experiences with you.  You can find me on FB as Linda Westie Rescue Austin if you want and then we can hook you up with the WLD group.
