Westie or mix ? in GA kill shelter

They say captain is a maltese mix BUT also say he is 15 pounds. I am wondering if he could actually be westie or westie mix? He is at bottom of page so he is on his way to rainbow bridge soon. This kill shelter is in Athens, GA. Darlene and Jolly, FL
